CHAPTER I

General provisions

Article 1. General provisions

1.1.This Public Offer (hereinafter — the “Offer”) is issued in order to govern the submission of applications, the selection of candidates, funding, the organisation of participation, and the legal relationship between the Organiser and the Applicant within the framework of UCraft Bukhara Camp 2026 (hereinafter — the “Program”).

1.2.This Offer is published in accordance with the Civil Code of the Republic of Uzbekistan, the “Regulation on the procedure for carrying out activity as a self-employed person” approved by Resolution No. 806 of the Cabinet of Ministers of 23 December 2020, and other applicable legislation.

1.3.Submitting an application, paying the application fee, or agreeing to take part in the Program confirms that the Applicant has read, understood and accepted the terms of this Offer in full and without reservation.

1.4.Submitting an application or paying the application fee constitutes acceptance of this Offer and creates a civil-law relationship between the Organiser and the Applicant.

1.5.The provisions of this Offer apply equally to all Applicants and grant no person an unjustified advantage or restriction.

1.6.The Program is an educational initiative aimed at developing the personal, professional, creative and leadership potential of young people.

Article 2. Subject of the Offer

2.1.The Organiser undertakes to carry out the selection of candidates, the choice of participants and the organisation of the Program’s activities.

2.2.The Applicant has the right to submit an application to take part in the Program subject to compliance with the requirements of this Offer.

2.3.Submitting an application does not mean admission to the Program.

2.4.Payment of the application fee likewise does not guarantee admission to the Program, the award of a grant, or any other benefit.

2.5.Only candidates approved by the Organiser on the recommendation of the Selection Committee are admitted to the Program.

2.6.The right to take part in the Program may not be transferred or sold to third parties.

CHAPTER II

Terms and definitions

In this Offer the following terms have the following meanings:

Organiserthe person or organisation that organises the UCraft Bukhara Camp 2026 Program and performs the obligations under this Offer.

Programthe set of educational sessions, seminars, trainings and practical activities held under the name UCraft Bukhara Camp 2026.

Applicanta natural person who has submitted a formal application in order to take part in the Program.

Participanta person who has passed selection successfully and has been admitted to the Program by the Organiser.

Selection Committeethe group of experts formed by the Organiser to assess candidates independently.

Application feethe administrative fee charged to cover the costs of receiving, checking and assessing applications and of organising the selection process.

Fundingfull or partial coverage of a Participant’s Program costs from sponsors or other sources.

Official communication channelsthe Organiser’s official website, email address and verified social-media pages.

CHAPTER III

The Organiser

Article 3. The Organiser

3.1.The Program is organised and delivered by Bakhronov Azamat Azizjonovich (hereinafter — the “Organiser”), a self-employed person registered in accordance with the legislation of the Republic of Uzbekistan.

3.2.The Organiser — Bakhronov Azamat Azizjonovich, a self-employed person registered in accordance with the legislation of the Republic of Uzbekistan, who organises the UCraft Bukhara Camp 2026 Program and assumes the rights and obligations under this Offer.

3.3.This Offer sets out the terms of a written civil-law agreement between the Organiser and the Applicant or Participant.

3.4.Within the Program the Organiser has the following powers:

a)to develop the concept of the Program;

b)to set the dates, location and format of the Program;

c)to engage mentors, trainers and experts;

d)to form the Selection Committee;

e)to attract sponsors and partners;

f)to take organisational decisions during the Program.

3.5.The Organiser has the right to change the content, schedule, sessions, mentors or other organisational aspects of the Program where necessary.

3.6.The Organiser takes all reasonable measures to ensure the quality of the Program, but does not guarantee any particular outcome, grant, employment or other personal achievement.

3.7.The Organiser publishes all official information concerning the Program solely through the Official communication channels.

CHAPTER IV

Conditions of participation

Article 4. General requirements

4.1.Unless otherwise stated in an official announcement, persons aged 16 to 28 may take part in the Program.

4.2.Candidates who are minors may be admitted to the Program only with the written consent of a parent or legal guardian.

4.3.The Applicant is personally responsible for the accuracy, truthfulness and currency of all information they provide.

4.4.Where false, inaccurate or misleading information is discovered, the Organiser has the right to exclude the Applicant from the selection process at any stage.

4.5.Where necessary, the Organiser may request additional documents, references or identifying information.

4.6.During the Program the Applicant is obliged to comply with this Offer, the internal rules, and the lawful instructions of the Organiser.

Article 5. Language requirements

5.1.Program sessions are planned to be conducted mainly in English.

5.2.Knowledge of English is not a mandatory condition for submitting an application.

5.3.The ability to communicate freely in English may be assessed by the Selection Committee as an additional advantage.

5.4.The Organiser reserves the right to hold certain sessions in Uzbek or other languages.

CHAPTER V

Application procedure

Article 6. Application procedure

6.1.Applications are accepted only through the official platform designated by the Organiser.

6.2.The Applicant must answer all questions fully, precisely and truthfully.

6.3.Applications that are incomplete or contain inaccurate information may not be considered or may be rejected.

6.4.After an application has been submitted, the Organiser may request additional information or documents.

6.5.The Applicant must inform the Organiser without delay of any material change to their information after the application has been sent.

6.6.Submitting an application does not create a right to be admitted to the Program or to receive funding.

6.7.By submitting an application the Applicant agrees to the terms of this Offer.

CHAPTER VI

Selection procedure

Article 7. Selection procedure

7.1.Admission to the Program is competitive.

7.2.All applications are assessed by an independent Selection Committee appointed by the Organiser.

7.3.Selection may be carried out on the basis of the following criteria:

a)motivation;

b)leadership potential;

c)initiative;

d)ability to work in a team;

e)social engagement;

f)level of English;

g)quality of the essays;

h)interview results;

i)alignment with the goals of the Program;

j)regional, gender and other balance within the cohort;

k)available funding.

7.4.None of the above criteria, taken on its own, guarantees admission or rejection.

7.5.The Selection Committee’s internal deliberations, expert opinions, individual scores and assessment materials are confidential.

7.6.The Organiser is not obliged to provide individual scores, expert opinions or reasons for rejection.

7.7.A decision taken by the Organiser on the recommendation of the Selection Committee is final and is not subject to review.

7.8.The Organiser announces the results of the selection through the Official communication channels or notifies candidates individually.

7.9.The Organiser has the right to exclude a candidate from the selection process at any stage where a violation, false information or a breach of the terms of this Offer is established.

CHAPTER VII

Application fee

Article 8. Application fee

8.1.The application fee must be paid only through the official payment details provided by the Organiser. The Organiser bears no responsibility for payments made to details not officially announced by the Organiser.

8.2.Funds raised from application fees are used to organise the Program’s selection process, to cover administrative and operational costs, and to fund Participants admitted to the Program in full or in part.

8.3.The number of fully and partially funded places that may be awarded within the Program, the amount of funding, and the costs covered are determined according to the total amount of application fees received, the sponsorship funds actually available, and the costs of the Program.

8.4.Where the number of applications or the funds raised from application fees is lower than expected, the Organiser has the right to reduce the number of fully or partially funded places, to change the amount of funding, or not to award certain funding categories at all.

8.5.The Applicant understands and accepts that the application fee may be directed towards funding other candidates and Participants, and that paying the application fee does not guarantee that the payer will receive funding or be admitted to the Program.

8.6.The following circumstances are not grounds for a refund of the application fee:

a)the candidate did not pass selection;

b)the candidate was placed on the waiting list;

c)the candidate withdrew their own application;

d)the candidate did not attend the interview;

e)the candidate did not submit documents on time;

f)the candidate was admitted to the Program and subsequently declined to take part;

g)the candidate did not receive funding.

8.7.The Organiser has the right to refund an overpayment caused by a technical or banking error following appropriate verification.

CHAPTER VIII

Funding

Article 9. Funding procedure

9.1.The following forms of participation may exist within the Program:

a)fully funded;

b)partially funded;

c)self-funded.

9.2.The number of places in each funding category is determined by the Organiser on the basis of the total amount of application fees received, the available sponsorship and grant funds, partner support, and the costs of the Program.

9.3.The Organiser reserves the right to change the amount of funding, to award additional grants, or to cancel certain funding categories.

9.4.Funding applies only to costs officially approved by the Program.

9.5.Funding may not cover personal expenses, additional travel or services outside the scope of the Program.

9.6.Where a Participant breaches the funding conditions or provides inaccurate information, the Organiser has the right to withdraw the funding.

9.7.The award of funding is not an absolute obligation of the Organiser. Where the funds raised from application fees and other sources are insufficient, the Organiser may change the previously announced indicative amount of funding or the number of places.

CHAPTER IX

Rights of the Participant

Article 10. Rights of the Participant

10.1.The Participant has the right to take part in the announced educational sessions, seminars and practical activities during the Program.

10.2.The Participant has the right to receive the necessary information about the Program in good time.

10.3.The Participant has the right to contact the Organiser, to ask questions and to make reasoned proposals and comments.

10.4.The Participant has the right to require that their personal data be protected in accordance with the law.

10.5.The Participant is entitled to expect respectful treatment from other participants, mentors and the Organiser.

10.6.On completion of the Program, and subject to meeting the stated requirements, the Participant may be entitled to receive a certificate or other confirming document.

CHAPTER X

Obligations of the Participant

Article 11. Obligations of the Participant

11.1.The Participant must comply with this Offer and with the internal rules of the Program.

11.2.The Participant must treat other participants, mentors, volunteers and representatives of the Organiser with respect.

11.3.During the Program the Participant must not commit unlawful acts, violence, threats, discrimination, insult, bullying or other unacceptable conduct.

11.4.The Participant must treat Program property with care and must compensate any damage they cause in accordance with applicable law.

11.5.During the Program the Participant must not use alcohol, narcotic substances or other prohibited substances.

11.6.The Participant is required to comply with safety rules and with the lawful instructions of the Organiser.

11.7.A serious breach of these obligations may be grounds for removing the Participant from the Program without warning.

CHAPTER XI

Rights of the Organiser

Article 12. Rights of the Organiser

12.1.The Organiser has the right to change the content, schedule, location, duration, mentors, trainers and other organisational aspects of the Program where necessary.

12.2.The Organiser has the right to exclude an Applicant or Participant from the selection process or from the Program where the terms of this Offer are breached.

12.3.The Organiser has the right to take any other reasonable measures it considers necessary to safeguard the safety, quality or reputation of the Program.

12.4.The Organiser may introduce additional internal rules, instructions or safety requirements within the Program. Such documents form an integral part of this Offer.

12.5.The Organiser has the right to take binding decisions in emergency situations arising during the Program in order to ensure the safety of Participants.

12.6.The Organiser has the right to stop any conduct that runs counter to the interests of the Program, endangers other Participants or damages the reputation of the Program, and to take appropriate measures.

CHAPTER XII

Obligations of the Organiser

Article 13. Obligations of the Organiser

13.1.The Organiser is obliged to organise the Program on the principles of honesty, impartiality and professionalism.

13.2.The Organiser ensures that the selection process is conducted on fair and transparent principles.

13.3.The Organiser protects Applicants’ personal data in accordance with the requirements of applicable law.

13.4.The Organiser informs Participants in good time of the Program schedule, material changes and organisational matters.

13.5.The Organiser strives to create a reasonably safe and comfortable learning environment during the Program.

13.6.On completion of the Program the Organiser may issue certificates or other confirming documents to Participants who have met the stated requirements.

13.7.The Organiser strives to prevent discrimination, unlawful restriction or unfair treatment of Participants within the Program.

CHAPTER XIII

Processing of personal data

Article 14. Protection of personal data

14.1.By submitting an application the Applicant consents to the processing of the personal data they provide within the framework of this Program.

14.2.Personal data may be processed for the following purposes:

a)receiving and reviewing applications;

b)organising the selection process;

c)communicating with Participants;

d)organising the Program’s activities;

e)meeting legal requirements.

14.3.The Organiser may provide an Applicant’s personal data to third parties only in the following cases:

a)where the Applicant’s written consent has been given;

b)where such an obligation is established by law;

c)to partner organisations providing services necessary for the Program, and only to the extent necessary.

14.4.The Organiser takes reasonable technical and organisational measures to ensure the confidentiality of personal data.

14.5.The Applicant has the right to update or correct their personal data, or to request its deletion in the cases provided for by applicable law.

CHAPTER XIV

Use of photo and video material

Article 15. Media materials

15.1.Photo, video and audio materials may be created during the Program.

15.2.By submitting an application the Participant consents to the Organiser using, free of charge, the photo, video and audio materials made during the Program.

15.3.These materials may be used for the following purposes:

a)covering the Program’s activities;

b)official reports;

c)providing information to sponsors and partners;

d)advertising and marketing;

e)social media;

f)the official website;

g)mass media.

15.4.In using media materials the Organiser will not permit acts that damage the honour, dignity or business reputation of Participants.

CHAPTER XV

Rules of conduct

Article 16. Code of conduct for Participants

16.1.Every Participant must treat other Participants, mentors, volunteers and representatives of the Organiser with respect.

16.2.The following are strictly prohibited:

a)violence;

b)physical or psychological pressure;

c)insult;

d)discrimination;

e)sexual violence or harassment;

f)bullying;

g)unlawful activity;

h)consumption of alcohol or narcotic substances;

i)bringing in weapons or prohibited items.

16.3.A breach of these rules may be grounds for removal from the Program without warning.

16.4.Payments made by a Participant who has been removed from the Program are not refunded unless the law provides otherwise.

16.5.Where necessary, the Organiser reserves the right to contact the competent state authorities.

CHAPTER XVI

Health and safety

Article 17. Health and safety

17.1.The Participant must inform the Organiser in advance of any chronic illness, allergy or other significant medical condition that may affect their participation in the Program.

17.2.Where a Participant deliberately provides inaccurate or incomplete information about their health, they are personally responsible for the consequences.

17.3.In an emergency the Organiser may take the necessary measures to provide the Participant with first aid or to send them to an appropriate medical facility.

17.4.Where necessary, the Organiser has the right to inform the Participant’s parents, legal guardian or close relatives.

17.5.The Organiser is not a professional medical service provider and does not guarantee the complete elimination of all risks connected with a Participant’s health.

17.6.During the Program the Participant must comply with the established safety rules, fire-safety requirements and the instructions given by the Organiser.

CHAPTER XVII

Cancellation of participation in the Program

Article 18. Cancellation of participation

18.1.The Applicant has the right to withdraw their application in writing at any time.

18.2.Where an application is withdrawn, the question of whether the application fee is refunded is decided in accordance with Article 8 of this Offer and the requirements of applicable law.

18.3.Where a Participant admitted to the Program declines to take part, their place may be given to another candidate from the waiting list.

18.4.The Organiser has the right to remove a Participant from the Program in the following cases:

a)where the terms of this Offer are breached;

b)where false or forged information is discovered;

c)where a threat to the safety of the Program is created;

d)where the Participant has violated the rights of other persons;

e)where acts contrary to the legislation of the Republic of Uzbekistan are committed.

18.5.Payments made by a Participant who has been removed from the Program are not refunded unless the law provides otherwise.

CHAPTER XVIII

Force majeure

Article 19. Force majeure

19.1.Force majeure means extraordinary circumstances beyond the control of the Parties that could not have been foreseen or prevented.

19.2.The following may be recognised as force majeure:

a)natural disasters;

b)earthquake, flood, fire;

c)epidemic or pandemic;

d)war, acts of terrorism or civil unrest;

e)restrictions imposed by state authorities;

f)serious disruption of the transport system;

g)prolonged failure of electricity, internet or communication systems;

h)other extraordinary circumstances beyond the control of the Parties.

19.3.In the event of force majeure the Organiser may:

a)change the dates of the Program;

b)change the format of the Program;

c)change the location of the Program;

d)extend the duration of the Program;

e)where necessary, announce that the Program has been cancelled.

19.4.In the event of force majeure the Organiser is not liable for losses arising as a result of those circumstances.

CHAPTER XIX

Liability

Article 20. Liability of the Parties

20.1.Where the Parties fail to perform, or perform improperly, their obligations under this Offer, they bear liability in accordance with the legislation of the Republic of Uzbekistan.

20.2.The Organiser is not liable for the loss, theft or damage of a Participant’s personal belongings, unless such damage arose from the Organiser’s intent or gross negligence.

20.3.The Participant is liable for material damage they cause in accordance with applicable law.

20.4.The Organiser does not guarantee any future education, employment or other outcome on the basis of the experience the Participant gains from the Program.

20.5.The Organiser’s liability under this Offer is not to be construed broadly beyond the cases established by applicable law.

CHAPTER XX

Intellectual property

Article 21. Intellectual property rights

21.1.All teaching materials, presentations, logos, graphic materials, methodological guides, videos, photographs and other results of intellectual activity created or used within the Program are the intellectual property of the Organiser or of their lawful owners.

21.2.The Participant may use these materials for personal and non-commercial purposes only.

21.3.Copying, distributing, selling, publishing or using these materials for commercial purposes without the Organiser’s prior written consent is prohibited.

21.4.Original works created by the Participant during the Program remain theirs; however, the Participant grants the Organiser a free, non-exclusive right to use them for the purpose of covering the Program’s activities and preparing reports.

21.5.Infringement of intellectual property rights may give rise to liability in accordance with applicable law.

CHAPTER XXI

Dispute resolution

Article 22. Procedure for considering disputes

22.1.All disagreements and disputes arising in connection with this Offer are to be resolved first of all through negotiation and mutual agreement between the Parties.

22.2.In the event of a dispute, the interested Party is entitled to send a written communication to the other Party. The communication must clearly state the substance of the dispute, its grounds and the claims made.

22.3.A written communication is considered within 15 (fifteen) working days from the day it is received, and a written or electronic reply is given to the Party that sent it.

22.4.Disputes not resolved through negotiation are considered by the competent courts in accordance with the legislation of the Republic of Uzbekistan.

22.5.The remaining provisions of this Offer remain in force while a dispute is being considered.

22.6.The Parties undertake to observe the principles of honesty, mutual respect and reasonable cooperation in resolving disputes.

CHAPTER XXII

Final provisions

Article 23. Final provisions

23.1.This Offer has been drawn up in accordance with the Civil Code of the Republic of Uzbekistan and other applicable legislation.

23.2.The Organiser has the right to make amendments and additions to this Offer.

23.3.Material amendments to the Offer are announced through the Organiser’s Official communication channels and take effect from the day they are announced.

23.4.Unless the law provides otherwise, amendments to the Offer have no retroactive effect in respect of applications submitted before those amendments took effect.

23.5.If any provision of this Offer is found to be invalid or unenforceable, this does not affect the operation of the remaining provisions.

23.6.The Organiser has the right to change the dates, duration, location, format, mentors, sessions and other organisational matters of the Program where necessary.

23.7.Where this Offer is published in Uzbek and English, the Uzbek text prevails in the event of any discrepancy between the texts.

23.8.By submitting an application or paying the application fee, the Applicant is deemed to have accepted all the terms of this Offer in full.

23.9.This Offer remains in force until it is withdrawn or a new version is published.

23.10.The Organiser carries out their activity within this Program as a self-employed person in accordance with the legislation of the Republic of Uzbekistan.

23.11.The Parties confirm that they have accepted the terms of this Offer of their own free will, that they have read its contents in full and that they understand all of its terms.

23.12.The chapters, articles and headings in this Offer are included for convenience only and do not affect the meaning or interpretation of this Offer.

23.13.The Parties recognise messages sent by email, through the official website and through the Organiser’s official communication channels as formal notices.

Approval

This Public Offer sets out the official terms of participation in the UCraft Bukhara Camp 2026 Program and takes effect from the day it is approved and published by the Organiser.

Acceptance of this Offer is effected by the Applicant submitting an application or paying the application fee.

Effective from: 5 August 2026.

Additional terms stated in the application forms

The Offer above sets the rules but names no amounts. The figures and category rules below are the ones stated in the application forms themselves, and every applicant confirms them when they submit.

Eligibility

Applicants must be aged 15 to 25 and residing in Uzbekistan. The working language of the camp is English; English proficiency is not required to apply but is considered an advantage.

No guarantee of admission

Submitting an application does not guarantee an interview, admission, financial assistance, or participation in UCraft Bukhara Camp 2026.

Application fee

The application fee for the Fully Funded and Partially Funded categories is 70,000 UZS. It is collected solely for the administration and review of applications and is generally non-refundable, except where otherwise required by applicable law or expressly decided by the Organizer. The Self-Funded category has its own application fee, set out below. An application is not reviewed until the fee has been received and verified by the Organizer.

Application fee (Self-Funded)

The Self-Funded application fee is USD 130, or its equivalent in Uzbek Soums at the applicable exchange rate. It is payable, and confirmation of payment must be uploaded, before an application can be submitted. It is non-refundable and does not guarantee an interview, admission or participation.

Selection

Applications are reviewed holistically by an independent Selection Committee. Its decisions are final within the camp's admissions process, and individual evaluation reports, scores, or reviewer comments may not be provided. The number of Fully Funded, Partially Funded, and Self-Funded places depends on available funding and organizational capacity.

Transportation

Round-trip transportation is included for Fully Funded participants. Participants in the Partially Funded and Self-Funded categories are responsible for arranging and covering their own transportation to and from Bukhara.

Participant contribution (Partially Funded)

The level of financial support offered, if any, depends on available funding and organizational capacity. Selected participants may be asked to make a reasonable participant contribution toward operational or unforeseen expenses. Any such contribution is communicated before participation is confirmed. There is no guaranteed or fixed contribution amount at the time of application.

Accuracy of information

Providing false or misleading information may result in the rejection of an application or, if discovered later, the withdrawal of an offer of admission.
